The country may be in shambles but the Maldivian Ministry of Finance and Treasury seem to have some progressive ideas. They hired some local graphic designers and entrepreneurs to develop the website for the 2012 Maldives Budget. Complete with Flash visual display of the budget break-down and DIY budget avatar.
